في اليوم العالمي للعمل الإنساني، تتجه الأنظار نحو الأبطال الذين يعملون في الخطوط الأمامية للأزمات. لكن بعيدًا عن عدسات الكاميرات، هناك نوع آخر من العمل، لا يقل بطولةً، يُبنى بصمت وصبر: إنه عمل التنمية المستدامة في أكثر البيئات هشاشةً في العالم. في خضم الصراعات المتوالية والأزمات الاقتصادية العميقة، تبرز بعض المؤسسات كقلاع للأمل، ليس فقط لأنها تقدم الإغاثة، بل لأنها تزرع بذور المستقبل. ويقدم الصندوق الاجتماعي للتنمية في اليمن نموذجًا فذًا على قدرة التنمية على الصمود والبناء، حتى عندما تعصف بالبلاد رياح الشدائد.
على مدى سبعه وعشرون عاماً تقريبًا، وفي بلد شهد ما لا يُحصى من المحن، رسّخ الصندوق الاجتماعي للتنمية فلسفة جوهرية: الإنسان هو محور التنمية وغايتها. هذه ليست مجرد شعارات، بل هي استراتيجية عمل متكاملة أثبتت جدواها على الأرض.
ففي حين أن الأزمات تميل إلى تعميق الانقسامات وتفتيت المجتمعات، عمل الصندوق كقوة موحِّدة، مستهدفًا بمشاريعه القرى النائية والمدن الكبرى على حد سواء، انطلاقًا من قناعة راسخة بأن التنمية الحقيقية لا تتجزأ.
إن هذا النموذج يكتسب أهمية عالمية لأنه يقدم إجابة عملية على أحد أكثر الأسئلة إلحاحًا في عصرنا: كيف يمكن بناء السلام المستدام؟ الإجابة التي يقدمها الصندوق تكمن في ما يُعرف بـ “الترابط بين العمل الإنساني والتنمية والسلام” (Humanitarian-Development-Peace Nexus). فبدلاً من الفصل المصطنع بين الإغاثة العاجلة والتعافي طويل الأمد، يجسد الصندوق هذا الترابط عبر برامج مبتكرة. فبرنامج “النقد مقابل العمل”، على سبيل المثال، لا يوفر فقط دخلاً للأسر المتضررة من الأزمة، بل يشركها في إعادة بناء البنية التحتية لمجتمعاتها، مثل تحسين وضعها البيئي ورصف الطرق وحماية الأراضي الزراعية. إنه يحول المستفيد من متلقٍ سلبي للمساعدة إلى شريك فاعل في بناء صمود مجتمعه.
لقد أدرك الصندوق بحدس استراتيجي أن التعليم والصحة هما خط الدفاع الأول لأي مجتمع. فبناء المدارس وتأهيلها، وتدريب المعلمين، وتجهيز الوحدات الصحية، ليست مجرد خدمات، بل هي استثمار مباشر في رأس المال البشري الذي سيقود التعافي. وعندما يتمكن طفل في قرية نائية من الوصول إلى مدرسة جيدة، أو تحصل امرأة حامل على رعاية صحية لائقة، فإننا لا ننقذ حياة فرد فحسب، بل نحصّن مستقبل مجتمع بأكمله ضد اليأس والجهل.
كما يقدم الصندوق درسًا بليغًا في أهمية “التنمية التي يقودها المجتمع” (Community-Driven Development). فبدلاً من فرض حلول من الأعلى، تقوم فلسفة الصندوق على الشراكة والثقة مع المجتمعات المحلية. إن رصف طريق ريفي أو بناء حاجز مائي لا يتم بمعزل عن السكان، بل بالتعاون معهم، مما يضمن أن المشاريع تلبي احتياجاتهم الحقيقية وتكتسب ملكية مجتمعية تضمن استدامتها. هذا النهج يعزز التماسك الاجتماعي ويقوي المؤسسات المحلية، وهي اللبنات الأساسية لأي سلام دائم.
وفي عالم يتزايد فيه القلق بشأن المخاطر المالية والشفافية، يواجه الصندوق تحديات جسيمة، كما هو حال العديد من المؤسسات العاملة في البيئات المعقدة. إن الحفاظ على ثقة المانحين والشركاء الدوليين، وضمان استمرارية تدفق التمويل، يتطلب مرونة استثنائية وقدرة على التكيف مع الظروف المتغيرة. إن التحديات التي يواجهها الصندوق، والتي تتطلب منه العمل كجسد واحد ومحايد، والتكيف مع المتطلبات الدولية مع الحفاظ على مهمته الأساسية في خدمة جميع اليمنيين، تعكس التحدي الأكبر الذي يواجه العمل الإنساني والتنموي على مستوى العالم:
كيف نحافظ على المبادئ الإنسانية ونضمن فعالية المساعدات في سياقات سياسية بالغة التعقيد؟
إن قصة الصندوق الاجتماعي للتنمية ليست مجرد قصة نجاح محلية، بل هي دراسة حالة عالمية في كيفية بناء مؤسسات قادرة على الصمود. في اليوم العالمي للعمل الإنساني، وبينما نُحيّي شجاعة عمال الإغاثة، يجب أن نُحيّي أيضًا حكمة وبصيرة بناة التنمية. إنهم يثبتون لنا يومًا بعد يوم أن الاستثمار في كرامة الإنسان، وتعليمه، وصحته، وتمكينه، ليس مشروعًا مؤقتًا، بل هو المسيرة المستمرة التي تبني السلام من القاعدة إلى القمة، وتصنع مستقبلًا أكثر عدلاً واستقرارًا للجميع.

On World Humanitarian Day, our attention turns to the heroes on the front lines of crises. But away from the camera lenses, another kind of heroism is quietly and patiently being built: the work of sustainable development in the world’s most fragile environments. In the midst of successive conflicts and deep economic crises, certain institutions emerge as beacons of hope, not only because they provide relief, but because they plant the seeds of the future. Yemen’s Social Fund for Development (SFD) offers a remarkable model of development’s ability to endure and build, even as the country is battered by the winds of adversity.
For nearly twenty-seven years, in a nation that has witnessed countless hardships, the SFD has embedded a core philosophy: the human being is the focus and ultimate goal of development. These are not mere slogans; they form an integrated operational strategy that has proven its worth on the ground. While crises tend to deepen divisions and fragment societies, the SFD has acted as a unifying force, targeting remote villages and major cities alike, based on the firm conviction that true development is indivisible.
This model gains global significance because it provides a practical answer to one of the most pressing questions of our time: how can we build sustainable peace? The answer offered by the SFD lies in what is known as the “Humanitarian-Development-Peace Nexus.” Instead of artificially separating emergency relief from long-term recovery, the SFD embodies this nexus through innovative programs. For instance, its “Cash-for-Work” program not only provides income for crisis-affected families but also engages them in rebuilding their communities’ infrastructure, such as improving their environment, paving roads, and protecting agricultural lands. It transforms the beneficiary from a passive recipient of aid into an active partner in building their community’s resilience.
With strategic foresight, the SFD recognized that education and health are any society’s first line of defense. Building and rehabilitating schools, training teachers, and equipping health units are not just services; they are direct investments in the human capital that will lead the recovery. When a child in a remote village gains access to a good school, or a pregnant woman receives decent healthcare, we are not just saving an individual life; we are fortifying an entire society’s future against despair and ignorance.
The SFD also offers a powerful lesson in the importance of “Community-Driven Development.” Instead of imposing top-down solutions, its philosophy is built on partnership and trust with local communities. Paving a rural road or constructing a water barrier is not done in isolation but in collaboration with the people, ensuring that projects meet their real needs and gain community ownership, which guarantees their sustainability. This approach strengthens social cohesion and local institutions—the essential building blocks of any lasting peace.
In a world of increasing concern about financial risks and transparency, the SFD, like many organizations in complex environments, faces formidable challenges. Maintaining the trust of donors and international partners and ensuring the continued flow of funding require exceptional flexibility and adaptability. The challenges confronting the SFD—which demand it to operate as a single, impartial body, adapting to international requirements while preserving its core mission to serve all Yemenis—reflect the broader challenge facing humanitarian and development work globally: how do we uphold humanitarian principles and ensure aid effectiveness in highly complex political contexts?
The story of the Social Fund for Development is not just a local success story; it is a global case study in how to build resilient institutions. On World Humanitarian Day, as we salute the courage of aid workers, we must also salute the wisdom and vision of the builders of development. They prove to us, day after day, that investing in human dignity, education, health, and empowerment is not a temporary project, but the continuous journey that builds peace from the ground up and creates a more just and stable future for all.
